David Charles Lingelbach, Ph.D.

Associate Professor of Entrepreneurship, University of Baltimore

Dr. Lingelbach joined the Merrick School of Business in 2010 as a professor of entrepreneurship. His work experience has spanned the globe including extensive work in Russia. His research focuses on how new organizational forms emerge in weak institutional environments; entrepreneurship and entrepreneurial finance in developing countries; and public-private collaboration

 

Dianne Rudo

Dianne Rudo has over 30 years of international advisory experience structuring and financing infrastructure transactions, financing initiatives and risk mitigation instruments to support private investment and public-private partnerships transactions in developed and emerging markets. She has over 20 years of management level training experience, creating courses and teaching on project finance, credit, PPPs and private sector investment in infrastructure worldwide.

John P. Banks

Nonresident Senior Fellow, energy security and Climate initiative, Brookings

John P. Banks is a nonresident senior fellow in the Energy Security and Climate Initiative at Brookings. He has worked as a management consultant for over 25 years, advising governments, companies, and regulators throughout the world on energy policy, security, and governance issues. His focus has been on establishing policies, institutions, and regulatory frameworks that promote sustainable energy sectors in emerging markets. He has worked in over 20 countries. Banks is also a visiting scholar and adjunct professor for electricity markets at the Johns Hopkins School of Advanced International Studies.

 

Stephen A. Myrow

Managing Partner, Beacon policy advisors

Stephen Myrow is Managing Partner of Beacon Policy Advisors LLC, an independent policy research firm. Before founding Beacon in 2014, he built and managed the policy research line of business for a Washington-based strategic consulting firm for over four years. Among Stephen’s roles in the federal government, he served as Chief of Staff to Deputy Treasury Secretary Robert M. Kimmitt. In this capacity, he was responsible for managing day-to-day operations of the department in coordination with the Chief of Staff to Treasury Secretary Henry M. Paulson, Jr. He also oversaw the design and operationalization of the Office of the Chief Investment Officer for the Troubled Asset Relief Program (TARP), including the structuring of TARP participation in the Federal Reserve’s Term Asset-Backed Securities Loan Facility (TALF).
